The worst of the addicts you are right about - there is nothing that can be really done, they'll steal or whatever to get their fix (and the negative income won't help because for those types of people it will ALL go on their addiction anyway, it doesn't really matter how much they have).
The issue is the pretty rubbish dad who ends up with a choice between buying some decent food for his kids or a box of beer and picks the box of beer, that's who the system is aimed at I think.
I'm not entirely sure where I stand on the issue in the end though, the problem with putting the limitations on what can be bought with the money is that it can get all messy and beuracratic. Also I have quite a bit of faith that most of the people on welfare with kids actually want the best for them and do really try to make it work.
I'm not certain how NZ's system works - I think it's a set amount of money depending on what your situation is (ie. number of kids, single or not), so cash in hand.
As for medical research, I guess it comes down to the fact that I have a complete lack of trust in them. I don't like the idea of the future of human healthcare being in the hands of companies whose profits rely on humans being sick.
