To me that's character design and the way both of these characters are handled doesn't put the sexualization to the forefront.

The sexy teacher angle regarding Quistis is a projection derived from a fantasy some players might have but the game doesn't really push that. The scene your gif comes from is basically her sighing because Squall and Seifer have been at it again, there's nothing sexual about it (unless your imagination makes it so).

For example, you could say Irvine plays the sexy cowboy role,  but that wouldn't be true because the game doesn't exploit the character in that way.

One thing you have to keep in mind is there's a difference between sexualization and over-sexualization. Tifa and Quistis are sexualized, there's no denying that but it doesn't cross the line into stuff like what is posted in the OP or that MSGV girl.

Tifa's huge boobs have always been the focus of her character from fans though. Square most likely designed her that way in FF7 to give her this type of attention.

As for Quistis, unlike Irvin it's not just the look. She's the authority type, has a whip (domineering), hits on her student, and visits him in the infirmary while he's injured.

And she looks like she's moaning. Googling Quistis Gif, most of the relevant images that turn up are of this scene. It's a popular gif because people see it as a sexy looking gesture. Not because they're fans of sighing.

Although I agree with you that they're not over-sexualized. At least Quistis. I just disagreed with the "never put forward as a sexual object" part. There's a bit of that as well. As for Tifa's boobs being bigger than her head and bouncing around like crazy in some FMVs, I think that could qualify as being over sexualized.

I don't know Quiet's story yet, but Kojima said something about "You will feel ashamed for questioning the way she dresses once you find out her story."
Though I'm sure she was designed this way to give her this kind of attention as well.

You're really reaching with Quistis. It comes up often because it's one of the only times she features in a FMV. A 3 second bit of her sighing can't possibly be considered being put forward as a sexual object. Even under the most liberal lines.

I like this version of Quistis best:
