Oh well here it goes. I'll tell you a short version, and long version.
Short version
Elyzium is a colony. Home for those who do not have homes, Home for the outlaws. its also home for independant organizations, organizations that do not follow any political border. they're only driven by personal gain. Elyzium is a Technocratic colony.
Long version
In the past (the future's past) during the end of the current Ice Age. a group of rich scientists and philosophers, formed an organization called Scientists Beyond The Boundaries. (kind of like the freemasons) because of the rise of poverty, the flooding of many cities and wars between religions and ethnic groups, this organization tried to become an independant entity. free from "the shackles of morality" and "boundaries of national ideologies " (hence the name) , because of that nations rejected them and casted them as traitors to their homelands. This is because the world have been suffering with many natural distasters that led to extreme poverty. every nation is going through an uprising. Nations conquered nations, Nations split into smaller nations. Split nations became sovereign nations. and in turn Powerful nations faced other powerful nations in a cold war in rat race to get to resources. expand to space, and take control. Having an orginization such as Scientists Beyond the Boundaries is a big blow toward "Winning" these wars.
Not knowing what real dangers the humans are about to face, the nations kept going on wars to salvage as much power as possible. most nations started to build "Arcs" from extensions of their space programs. (in the future we harvest minerals from asteriods and use solar power by channeling them from satellite) these "Arcs" are a gateway for these nations to expand to space. in it's original form it was only an expansion of earth, but then came SBTB and created their own Arc. this however wasn't an expansion but a fully formed Space Station that was separate from the earth. they called it CS1 (Codenamed Fortuna). It was the very first inhabitable colony that was completely seperate from earth. And It was a massive success to the organization and humanity as a whole, That they were called the "first Colonists" years later. advancement in space colonization have became almost entirely exclusive to the colonists, while the nations of the earth were struggling to make ends meet. the colonists pretty much lived like gods in heaven. to the point that their technological advancement surpassed anything that is on earth. their lifespans tripled because of their research in medical science. (they're called Forever People by those who were on earth).
On earth, humanity entered a new age that was later called "Age Of Shadows" by the colonists. The sun was bloated by machines and space junks. food became scarse as the earth no longer good for harvest (because of black rain clouds, and later because of predators), instead most of harvesting the earth people began migrating to the seas and digging tunnels underground, Due to these radical climate changes the earth surface almost no longer contain life, so people called the earth "Kessler (inspired by this by the way)" as the word "earth" no longer makes sense, not only humans were affected of course, animals little by little evolved and adapted into jurassic-like sea creatures as nuclear wastes leaked into the seas, during this period of time most of the Earth's previous records were lost and became unknown to the world until many mang decades later.
On the other side of the spectrum the first Colonists built another Colonial station CS2 (Codenamed Mnemosyne) it served as a gateway for people on earth to join the colonists and "Advance Humanity to the next level (Transhumanism) ". They were very aggressive and preachy at this point. they wanted people to abandon their beloved earth and their kingdoms. they warned them before about the coming years, the dangers they will face. and even the probability of extinction. (as you can see in the first quote in the story, under "prologue") but they didn't listen, of course now that it actually happened, more people started to follow them.
The first Colonists then built a third Colonial Station and this one is called Joy. it was originally made to rekindle the relationship between the colonists and "the first men" as they later call them. Ironically it was the harbinger of death and sorrow as it exploded on top of the earth's orbit, crashing into the ocean. this created a huge flood on an already flooded earth. Killing even more of the "First men" Over time the first colonists tried to undo their mistake, but it was too little too late. the "First men" hated the colonists and decided to stick to the earth until the end. thinking they would be able to save it without their help. in this moment of hatered the colonists managed to create the very first generation of man-made Stars called "Luminous Stars", that again marked a new leap forward to human technological advances. now they don't have to rely on fuel, or solar energy as they have possessed the power of the stars. the luminous star shines for 10 hours and then recharges itself for 10 hours (making the cycle of night and day). this marked the end of the 'Age Of Shadows (at least to the colonists) and then the colonists began marking their calendars as "1LY (First Luminous Year)" and then they changed minutes from 60 seconds to 100 seconds, hours from 60 minutes to 100 minutes. a day is 10 hours of "Luminous Hours" and 10 hours of "Still hours"
Eventually the first men triumphantly managed to survive. after years and years one after the other, with a slight help from the colonists. they managed to build their own colonial stations thus becoming the "Second colonists", of course not all nations on earth survived. some were forgotten...
skip forward to the future, after the invension of hyper speed and interdimensional warp (my version of FTL traveling) we now have the colonies of many ethnic groups and backgrounds expanding more and more their population, of course with growing population we have also a growing number of criminals and outlaws. what colonies did for criminals who commit serious crimes, is that they "envict" them out of the colony. those people are called "Drifters" for years these drifters just drifted through space with their Spaceships as homes. not easily been able to find a new home, until a person from CS2 comes in.
He saw that since CS1 and CS2 grew rapidly their idea of "Beyond the Boundaries" kind of lost it's way, they became exactly what the founding members didn't want them to become, to have borders. so he decided to evict himself and built a new home for Drifters that will eventually be a true "BTB" he formed a group of outlaws who called themselves "Paradise Lost". these group often smuggle, salvage and steal materials from multiple Colonies to build their own. they were later branded as terrorist groups by the colonies which forced them to go in hiding near Kessler where they salvaged remains under the highly radioactive earth.
In their search for loot they managed to stumble upon the remains of the CS3 (Joy) if you remember that it was destroyed. this could become their biggest discovery. they have found their new home. upon finding the spot a scout of two decided to go into the stormy weather of the shore and report their findings to the rest of the groups. as soon as they landed. they were attacked by a group of barbarians who thought they were demons from another world.
These "barbarians" are actually grand-grand-grand-grand-grand-children of first men who were abandoned and forgotten and were left here for hundreds of years. They do not know anything of the outside world, and no one ever found them since. they made their home from the remains of Joy. and they speak German, because of all the writings in german that joy used, they also worship giant sea creatures and call them Chtulhu. because they read pages from the Call of The Chtulhu and thought it was a prophetic writing. they worship the creatures because they drink the radioactive water and leak out clean water out of a lake that they live near to. whenever anyone tries to cross the seas. it is swallowed by the sea creatures.
After thinking the scouts were demons trying to kill them. the ruling monk of the tribe offered them as sacrifice to the sea creatures but before they were eaten they were saved by the rest of the Paradise Lost resulting in the death of that mad monk, and also the death of the sea creatures, the tribe then thought Paradise Lost were actually gods, sent from heaven to save them. they were somehow true as they lived a long time span and they were far more advanced. the leader of Paradise Lost took advantage of the situation and asked them to join him. after telling them the truth they revered him with nicknames such as the "Light Bringer" and "Morning Star"
"The Light bringer" salvaged what was left of "Joy" and then in one of the main halls of Joy he found a poem etched in gold on a black wall. this poem was non other than "An Die Freude" a part of that poem says "Joy, beautiful spark of the gods, daughter of Elyzium"

Again the people who were trapped there saw this poem as a prophecy, so to honor them he helped them build Elyzium. after successfully launching it. the other colonists saw Elyzium as a threat so they assembled a "Alliance Army" to go against Elyzium. Elyzium on the other hand were able to defend themselves for awhile so they went and launched an attack on CS1 and CS2 thus bringing "The first colonies" under Elyzium and expanding Elyzium drastically which made them overpower the Alliance Army and gain their independence.
For the coming generations Elyzium always housed the rejects and the outlaws (in the undertown of Elyzium) but also housed the Beyond the Boundaries groups (Scientists, mercenaries...etc) on the "Agnesi" part of Elyzium (upper parts). by other colonies they're always seen as vile and barbaric. but their existance is very useful to keep the balance and safety for all the colonies.
