It's not really a "best of", it's a sort of "3rd party games approved both by Wii users and by Nintendo" seal of approval, which is what the Wii needs - a way to point the masses that are not exposed to gaming sites at quality games.
Some people have been saying that Nintendo needs to help 3rd parties advertise - well Nintendo is doing that here, and instead of having to advertise on a game by game basis, all Nintendo needs to do is advertise and create brand awareness for this "seal of approval" line as a line. I think it's a brilliant idea, now let's just hope they implement it (and implement it well) outside of Japan as well.
This is also potentially a solution for retailers that may be wary of orderig some types of Wii games, thus sometimes hurting good games in the process (e.g. Muramasa in EU) - they will now have a quality lineup that they can calmly order and place on their shelves, thus giving exposure to some games that they would otherwise be wary to order.
It looks like a win win situation for all.
