In hardware: not a prayer
In software: very possible
... Blazblue CT2 is already tracking higher on PSP (like I predicted), and other near term multiplatform titles (Unchain Blades, Pro Yakyuu Spirits) should follow. I also don't see anything on 3DS coming soon that can really match FF Type-0 sales wise, though Nintendogs plus Cats should crawl to a similar figure eventually. PSP also has some strong secondary sellers in Super Robot Taisen Z2, Danboard Senki and the 2nd Sengoku Basara spinoff, though 3DS should have comparable titles there in Zelda OOT 3D, Fantasy Life and Biohazard Mercenaries.
After this summer though, PSP is looking really dry and most major publishers (Capcom, Konami, Square Enix, Sega, Level 5, etc) have basically nothing lined up, they're all really focusing on 3DS (and likely gearing up for NGP). I still think there'll be some draw to PSP/3DS multiplatform development though, 360/PS3 has really done a lot to change Japanese mindsets in terms of multiplatform and PSP/3DS really represents an attractive opportunity imo. I can also see some recent PSP games getting 3DS ports (like Valkyria Chronicles 3 or Monster Hunter Freedom 3), if only to make western releases more viable for those games.
