I'm pretty sure MH will come to both 3DS and PSP2, but no, it won't happen anywhere near launch for either system. As for the incentives on doing MH for one system or the other exclusively, I think they'd probably sell similarly on either, but on 3DS Capcom would have lower development costs (lower spec, can reuse Wii/PSP assets) and likely far better western potential (3DS is a sure bet in the west, PSP2 far less so).

I'd say the Western potential is your best point. Hard to argue. The only thing I could maybe say is that MH sales in Japan are much more overwhelming than in the West, so maybe it won't hold TOO much sway.....
As for the develeopment costs, why wouldn't they have done that already? Why didn't they pick the DS if that's what they cared about? And surely it would be easier to translate PSP assets to a future PSP than to a future DS. Right now my guess is PSP exclusive, followed VERY closely by multiplat. I just couldn't fathom how dumb a move only 3DS would be, considering how much they'd be losing in Japan.

I'd say western potential was likely the biggest reason MH3 came to Wii over PS3, and that had a lot to do with the sort of support Nintendo put behind the game. We'll see what Sony thinks of MH in the west, if they'll put the same kind of push behind MHP3 or not outside Japan.
As for development costs, DS actually would've been more expensive than PSP precisely because of asset reuse. They'd have had to do everything ground up from scratch, while on PSP they could simply reuse a heavy amount of PS2/Wii assets.
A 3DS only MH future wouldn't be a dumb move for Japan either, it'd simply drive the fanbase to a new system (a la FFVII). MH essentially built PSP's Japanese market base, not the reverse... PSP needs MH far, far more than MH needs PSP...
