It really doesn't look like MS intended Arcade to be an arcade simulator unfortunately. They just designed the interface to make it look like one.
It also seems unlikely that they intend to throw in additional arcade type games one would expect to find in an arcade like skee ball, air hocky, UFO catchers, basketball, etc.
Maybe if there's a strong enough demand for these things, but the way the engine has already been made, it looks like it's just a DRM DD game loader for future game packs.
It's pretty much up to what game support they give it in the future. Right now, Atari 2600 and Intellivision is kind of weak. If they can get actual ROMs of real arcade games in there, that would be a big hit.
