Weren't they the ones that maxed out teh CELL in their first and second game? How come they suddenly aren't maxing out on their second game now?

Or was it some other devs?

They haven't optimized there code, so there games still have the potential to keep improving. The only problem they have is time. They just don't have enough time to completely tap into the Playstation 3's potential and develop another title like Uncharted 2. I believe over time, they will definitely do it for sure.

The GPU isn't a real problem as can be judged from current PS3 exclusives already. The RSX was designed to take advantage of the Cell's SPUs. This will get more and more clear as time goes on.

The RSX - Cell combo is an excellent match for HDTVs and surround audio systems for many years to come.

For example 360 launch games already near maxed out its Xenon processor in this regard (using up nearly all available CPU cycles). However the efficiency (through optimisation) of 360 game engine code has improved a lot since then.

The XBox 360 only has 3 cores which all have to share cache memory (to run the OS and games) which are impossible to fully utilize near their theoretical peaks. The PS3 Cell is a very different beast, it has 8 genuine processors (to run the OS and games), each with more dedicated high speed memory available to them, which can actually reach very close to its theoretical peak through optimisation due to its innovative design.

Understanding this will allow you to understand there's still enormous potential for the future like Naughty Dog explains.

IMO, once Naughty Dog, Sony Santa Monica, and Polyphony Digital say its time to move then it is time for a new system. If other devs want to complain then they need to find new jobs. The three studios above know how to make games, and put everyone else to shame.

Put simply, they were letting cells go idle, doing nothing for periods of time, on the first game. On the second game the cells always have jobs to do, but they feel they can still optimize their code, so that say in the future they may get 25% more work done than now, or maybe do what they are doing now but in 1080, who knows. That's what they will be working on right now, optimizing their code.
