I think that frame-rate is the most important factor in any videogame. If affects the gameplay, performance of the game, and the overall look and presentation. To the contrary, loading times are one of the least important factors, because they only affect pacing.
I think this game is so good, if the 360 version didn't exist, it would have gotten a 9.5 on PS3. I think the IGN review is only that low because it's a comparison to the 360 version, and if that version didn't exist, the reviewer would have rated it much higher. The game is, afterall, AAA on either platform, imho.
