Well no, no one can really prove that.  Kojima did give out the reasoning that their engine was PS3 only though, but Rising sort of casts doubt on any inability to reasonably do MGS4 on 360.  Likewise, Wada has stated that FFXIII 360 was due to wanting more western sales to offset the likely Japanese decline.  I don't doubt contracts were signed in both cases, or that a Microsoft cash infusion changed minds.

Peace Walker is canonically next in line from what I understand, but everything so far makes the game look more like fanservice than anything.  Rising is a promised departure, but it's still quite literally a "Metal Gear Solid" game.

It uses an entirely different engine, there's a completely different team working on the game (the MGS4 team works on PW), and... so what if it's, literaly, a "Metal Gear Solid" game, FFCC:TCB is, literaly, a FF game, but it isn't really a FF game right? So is Rising, a "Lightning Bolt Action" game (AKA not a Tactical Espionage Action game), and maybe not even "A Hideo Kojima game", not going to be a real MGS on HD consoles any time soon.

Crystal Bearers is a "real Final Fantasy game", though it almost wasn't (Kawazu wanted to drop "Final Fantasy" from the title).  It's not in the "Final Fantasy series" though.  I guess you could make the same argument for MGS Rising, though I think we'd have to wait for more information before staking that claim.  It's still a "real Metal Gear game" though.

We don't know much about MGSR, but it carries the franchise brand and frankly seems closer tied to it than something like Crystal Bearers (which almost didn;t even bother with that).  It's still an action game (and MGS4 started leaning more in that direction anyway), it's in continuity with the numbered entries, it's being developed at KojiPro... outside that, what do we even know about it? 

Do you consider Crisis Core a "real Final Fantasy game"? How about Versus? How about FFXI actually?

Well, they'll have the genre/engine down and some proven sales threshhold to present.  I'd also say there is some fanbase crossover, though you're right in that the bulk of KH's audience isn't the FF audience.

I don't consider FFXI a real FF, since it is a MMO.

I do consider CC a real FF game, since it is in the same genre, and share plot with another mainline game.

And Versus? I don't know yet, I probably won't for, for the same reasons that I don't call Kingdom Hearts a FF game, despite having FF characters, pepole refer to Versus mostly as... "Versus".

DS clearly has the highest RPG base, if that's what SE wants it should be a DS exclusive.  I'd also say Pokemon & KH are likely to have more crossover than FF & KH due to demographics alone

for a console? FF13 have just sold 1.5 million and its highest selling console RPG.

and kh already hit handhelds. it was one of the lowest kh sales ever.
