Answer is simple, duplicate technic is for lazy multiplatform developers that dont want to re-code to the specific hardware. Since FF 13 was develop for PS3 first they dont use duplicate segment. Blue-ray and PS3 has proven time and time again that the load speed is not a problem with games develop for PS3.
So far I never hear someone complain about to long cgi movies in a FF game. ...cutscenes are another thing...especially one part in FFVIII

Actually lately when people complain about cgi movies in Japanese games, they're referring to both cutscenes and cgi. The problem is that when a game's (MGS4 is one) cutscenes is more action packed than the gameplay, you feel you're watching a movie instead of playing a game.
no big deal. some people care about this a lot more than i do apparently.

Thats true sometime cutscene are long and unnecessary, but rarely CGI, most of them are awesome and not that long either. Still sometime long and multiple cutscene can be trully awesome, example Xenosaga, where someone can actually enjoy cutscene more than the actual gameplay lol.
