Answer is simple, duplicate technic is for lazy multiplatform developers that dont want to re-code to the specific hardware. Since FF 13 was develop for PS3 first they dont use duplicate segment. Blue-ray and PS3 has proven time and time again that the load speed is not a problem with games develop for PS3.
