Didn't somebody at Capcom say that Mega Man 2 is always considered the best, so they wanted to make a sequel to Mega Man 2 as a love letter to the fans? Because that's what it felt like.

Same as Contra 4 being a sequel to Contra 3 and pretending everything in between didn't happen.
