More ammunition are used in target practice than live combat. This isn't ideal but there not a big deal of difference the 360 and a bullseye. (Well the 360 is probably harder to hit?).

Why would that be a waste of money? Soldiers still have target practise while stationed abroad. I doubt they just woke up, took their weapons and went behind the camp and unleashed on an xbox unsupervised.

A waste of resources? That's your typical tabloid cliche. There is more of a chance that the last breath everyone just took is more a waste of resources than the bullets used on that x360 (in the case of the US army).
