It is a primitive level editor for New Super mario Bros Wii, but it is for Homebrew'd consoles only.
Not a bad feature if I might say, once they build it up and add a few bells and whistles it will be awesome.

sounds awesome it's a pity a level editor wasn't included in the game.
Now there's a compelling reason to put Homebrew on my Wii. That would be fun.
Yeah that would have been an excellent feature, it would make the game have endless replay value. Similar to LBP's Play Create Share, but nothing beats Mario's platforming imo.
I don't know why they didn't include it in the first place!
