If you're trying to start a new studio, you need at least a couple experienced pros to get it going, if you're serious about making anything that will see a store shelf someday.  Trying to start such a thing outside of Silicon Valley, LA/SD/SoCal, or Seattle, is mighty risky, because you just aren't going to have a good crowd of pros to choose from.

Outside of the US, London and Tokyo are really the only major concentrations of game devs that seem on par with the US cities I mentioned, and the cost-of-living in both those cities is quite high.
