a. Are you contradicting yourself or is it a typo? I think it's a typo because of what you say after...
There is no confirmation, it's true, my mistake was using Wikipedia as source:
"Star Ocean (スターオーシャン Sutā Ōshan) is a franchise of console role-playing video games developed by tri-Ace and published and owned by Square Enix (originally Enix)."
b. This was true (even after the merger) until now, Sega is the one publishing Resonance of Fate...
c. If they could (according to Wiki they can), i doubt that they would do it, unless something happens to Tri-Ace...
