Google Sites? Simple online web site editor, online storage, very easy to set up and use, and completely free.

As others have said, it depends what you would use it for. If it's just to host files and share something you created, then my link is good enough. On the other end of the scale, a business attracting thousands of customers would need a professionally designed website on its own server and fulltime webmaster.

It's easy to make a basi website nowdays. There are so many tools out there to help you out.

If you want something more complex, price range can go from 500$+ depending on what you need.

w3school is a good referencesite to learn on your own.

The more you practice, the better you get.
