Yes higher base = higher sales regardless of exclusive or not. You will always have your gonna buy game no matter what group, but then you'll have those see box art, and piqued interest so buy it guys. And the more you have that own your system the more chances of having those types of peopel buy that game.
Does it mean uber sales always since so high userbase, hell no. I mean look at God of War What 3 million sales or something on a 140 million userbase. For such a critically claimed game that is pathetic. only a little over 2% of people bought the game. Soem attach rate. Now if there was only 40 million PS2's there woudl proabbly still be 2.5 million God of War sold. So does bigger userbase mean massive sales, no, but it does mean that out of those extra user, there is a chance that they pick up that game.
