I am going to answer for him here and say it is because Microsoft isn't giving the game enough time to develop properly. Of course it is far more complex, but that is probably a decent reason for it. Releasing a sequel too soon cuts the legs of games. Being known to release sequels too soon will absolutely cripple the legs. What is defined as "too soon" varies wildly by genre, and een specific games of course. The longer you give a quality product to breath though, the better off the sales of the next one will likely be. There are, of course, some exceptions to this rule.

They can if they want to. It's just risky. They need strong advertising.

i dont know what you guys are on about but sony's titles sell very well especially in these last few months they have been selling better than 360's.
halo wont ever sell as much as it initially did even something like GT5 wont sell as well as it did in the past. i can bet that modern warfare 2 wont sell as much as the first either.
most gamers want originality the more sequels they create only narrows that audience even more basically saying only those fans of the series will follow it to the end.
look at this gen so far halo 3 sold tons halo odst has sold nowhere near that amount and will never reach that amount
the economy isnt what it was 4 years ago, sony has been in the game longer then most the past few months proves sony is not one to lose this has been their plan all along wait till their killer aps are just about done then boom its been happening since mgs4.

With MAG and possibly Resistance 3 both coming out in 2010, I'd like to see GG take their time and release Killzone 3 Fall 2011. The late September slot that the Halo series has occupied in 2007 with Halo 3, this year with ODST, and next year with Halo: Reach will be open in 2011 since there won't be another Halo title that year. Releasing it in September will also give it a 1.5-2 month lead on the inevitable MW2 sequel which will likely drop November 2011.
Here are some things that I'd like to see in the KZ3 multiplayer:
-Party system and matchmaking
-At least 12 maps at launch, maybe include some touched up KZ2 maps. Also would like to see less symmetry with the maps, more variation in settings, and please no more DLC packs with only 2 maps.
-More weapons and no rocket launcher or grenade launcher as a primary weapon. At the very least i'd lke to see more SMG's, different grenade types, and maybe a second sniper rifle.
-Customizable weapon attachments and upgrades
-More badges per loadout. I'd like to see 2 primary badges per loadout, each with an unlockable secondary badge.
-Change the controls. I think there could be a happy medium between the KZ2 controls and the so called "COD" controls. They will need to find a way to not piss off the hardcore KZ2 fans while also making the game more accessible to the masses. The controls were one of the main reasons (along with a lackluster ad campaign) why KZ2 failed to reach COD/Gears level sales.
-Add co-op. Whether its a survival mode (a la horde or firefight), co-op missions like in uncharted 2 or mw2, straight up co-op campaign like halo 3 or gears of war, or a combination of all types, it is clear that co-op is now an expected feature in a triple A shooter.
I think they should hold off on K3 in 2010. GG take your time. Hire better voice actors, better writers. Build a great story. Make it longer than 6 hours. You've already built an amazing game engine.So you don't have to really worry about that.
You can spruce up the tech specs if you want, but making a campaign mode that's worthwhile will set your game apart from the rest. Like with the first Killzone.
............and I swear that if you do K3's story like you did K2's...........i'll kill everyone of you're devs.......
