I think the point here (getting away from nitpicking) is that the power of a game system has never had any real effect on the outcome of the generation. The PSone was much weaker than the N64, and it's power difference was huge. However, the fact that it was so much more expensive to develop games on cartridges than CDs made this not matter. Developers went for the system that was cheap to make games for, and once the overwhelming majority of games were on the PS (and for a cheaper price) it skyrocketed. The other major factor in the PS's success was the presence of a very large budget game library.
