There was no Halo 3 Legendary Edition release in Japan. They had the metal tin LE for early orders and then when those ran out it was only the Standard Edition. Both of them were the same price, you just needed to make sure you ordered early enough to get the LE.

As for Forza 3 the LE is only about ~$10 more than the Standard edition and includes all that stuff like the special case, USB memory stick, keychain, etc. $10 isn't that much more, so I'm sure more people ordered that than the standard one.
