It was a tough choice, but i think it falls under "whatever you want to do not hurting others."  I don't think seeing naked people hurts children or anything if they're raise in a culture where people walk around naked.

It was budget time it seems. I chose to boost education over police, social welfare, or cutting taxes.

Education seems like absolutely the most important attribute in a nation ( what's the point of having safe, healthy, idiotic people?).
