Yeah. I think very much our behaviour, and thus many of our decisions, is determined by genes and programming (or you could also say, the actual structure and electric state of the neuronal network).
But as I believe conciousness is unique to souls, there's some indepence of the soul as well. I believe a computer can never have consciousness like humans have.

According to Eastern religions who meditate a lot it is yeah. But I think most of them believes the soul or centre of all energy is situated in the pituitary gland or around that area. I'm not sure.
