I have to go with Mr. Ueda. Kojima is a very intelligent director that adds a lot of good parallels to the modern world in his games without completely forcing them on the player like other more obvious war/political games (ie. Ghost Recon). He also evokes a lot of emotions in his characters, and as a result from his audience. I don't personally like much of the repetition and, at times, melodramatic sequences - but that's more a personal preference than anything wrong with his style.
However, Ueda connects to the gamer on a much more personal level. Not a single word has to be uttered (very very little in SotC) yet he manages to touch you in a way that games can rarely achieve. His games are beautiful, not just aesthetically, technically or gameplay-wise. If you let them they speak to you on a really personal level. It's sublime.
