Capcom always makes great sequels.
Street Fighter 2.
Resident Evil 2.
Megaman 2.
Anyone of them are fine. Also, SEGA makes pretty great sequels too.
Sonic the Hedgehog 2.
Streets of Rage 2.
Phantasy Star 2.
Pixel Art can be fun.

I'd say Street Fighter II is the greatest sequel ever. It was the sequel to an utterly forgettable game and happened to create the modern fighting game. The reason I think it stands above all else is because it had no true foundation to stand on. It was a sequel that had to truly reinvent itself into something much greater. Considering an entire genre is based on the innovations in this sequel alone, I'd say there's no real contest here.
There are other great sequels, but I don't think there is any other sequel that had passed it's predecessor so far to truly make it completely forgettable and unimportant to the genre it's in. Every other sequel here was based on a game that was already good or great. It was a mere add-on of features to an already solid formula. Street Fighter II made people forget Street Fighter even existed. Even now, there is a large majority of fighting game fans that have never played Street Fighter. There just isn't a point.

I just looked Street Fighter 1 on Youtube... it's so bad, like terrible. :S I think I agree with you here.
To me, a sequel is a game that if you go back to play the original, it just doesn't compare to the sequel. In that case,
Super Mario Bros. 3
Super Smash Bros. Melee
Metal Gear Solid 4
Street Fighter 2 (1 was just.... ugh)
Devil May Cry 3 (Its actually a Prequel, but it was better than 2 and slightly better than 1)
Sonic 2 or Sonic 3 and Knuckles
Megaman 2,3 or 9.

This is the true definition of owning.
Super Mario Bros 2 (USA) and Zelda II.... yeah, I said it... screw all you haterz!
BLACK SHEEP OF THE SERIES SEQUELS FTW!!!

You know I was always wondering why no one ever used the dollar sign for $ony, but then I realized they have no money so it would be pointless.
