Well Madden without competition from 2K is stagnating.
In football PES had the better gameplay but slightly less features than FIFA.
Now FIFA has all the cards and is the best option it will sell huge amounts WW untill PES gets back on the ball.

What about quality?
Fifa 09 was big improvement and had very positive reviews, from what i hear Fifa 10 is even better than previous one while PES is stagnating. Can the same be said about madden (i got no idea as i never ever seen this series)
Also 2010 is year of mundial
Plus Europe seems to be in much better situation when it comes to credit crunch

These numbers might just be announcing a decline on PES sales, with the total football games market remaining more or less the same.

The last I will give you, but really Madden 10 is generally considered a good improvement on 09 too.
Jaaau! made a good point though! This could mean a decline of PES numbers, but if PES also rises or even remain static this could prove that the European market which is traditionally far more fragmented, can now have a stronger market than American when properly stimulated.

Football is the king everywhere in Europe. From Russia to England. With only few exceptions like Ireland, Lithuania, Estonia and Finland.
Good game deserves good sales.
In recent years, PES has been outselling FIFA despite turning into a steaming pile of crap.

The game keeps getting better and better, therefore more people are interested in fifa again (which wasn't the case several years ago).
