No, if you get a new harddrive you just log into Live and select 'recover gamertag'. And you will be able to redownload evrything again

well i think you can get a 60 GB for $100. but youll have to go online if u want a 20GB drive. also There might be a price cut coming because M$ is releasing a 250 gig and discontinuing the 60 GB so if u can wait a bit the prices will most likely come down.
