Unless he lives in New York not driving probably greatly hinders him in the US.
In the UK stuff is a lot easier to walk to.

I'm a woman but I wouldn't want to drive. It looks so stressing, tiring, annoying, and dangerous (cause of the bad drivers). I prefer to walk and use the bus and such. Plus it's better for the health and environment.

easy solution:
dont tell them 
But seriously, imo it's no big deal really.
besides, insurance premiums are huge before you're 25 - probably many more times the price paid for the car.

if you live in a city, then it is acceptable. Anywhere else and you should have broken triple digits already and lucky to be alive. It is the irresponsible male teen way.
(note to everyone reading this, I do not condone reckless driving, I just acknowledge that if you are a male teen you probably drive recklessly which you shouldn't. Thanks for listing to this public service announcement)
