Here in Sweden it's $10 cheaper than full priced game (so "$50" instead of "$60"). But it's usual here for MS published games to be $10 cheaper (cause they dont have to pay the $7-10 license fee to themselves?).

Here in Finland it's 29 € ( + 3,50 € mailing expensies) from Gigantti netstore and 34 € from Verkkokauppa. Normal game prices are between 59 to 69 €, so MUCH cheeper.
Ok, looks like it normal for full retail game to be priced £39.99 on launch in UK. Still in several European countries ODST is very cheap.

That's a flawed comparison. Those electronic chain internet stores (and their physical stores too) sell games much cheaper than regular game stores because they get rebates from distributors and have lower margins etc. You never have noticed this??
Here El-Giganten sells Halo 3 ODST for €40 (400 kronor), the other games usually $€0 (500 kronor) while normal games in regular stores are €60-65 (650 kronor).
RRP for many 360 games in the UK is £49.99, but not many places ever charge that. A number of 360 games have their RRP as £39.99, including ODST.
ODST is 130 PLN in Poland, while normal games are in 180-220 range.
Of course there's a chance that there are diffrent editions of ODST - one for coutries with official live support and second one for countries without live support (which might have halo 3 dlc removed)

Meh, it's no different than Final Fantasy costing an arm and a leg if you're in Japan.
So different regions, different pricing...makes sense.

Yes and no. Here in Holland new 360 and PS3 games go for 60 to 65 euros (88 USD to 95 USD), now naturally you can't compair two countries but games that are go for full price in the USA always end up in the 60 to 65 euro range. However Halo:ODST goes for 45 euros (66 USD) so as you can see that is a drop of 25% which usually happens to big titles after their first price drop (and immediatly 50% off for lesser titles). So ODST isn't going for the usual full price in europe and it is in America so different regions different prices yes, but this isn't the usual difference.
Cheaper b/c of EU commission+the Euro/GBP price would = a decrease in sales.
