The difference is that in the case of used games the dev has already seen the money, while a pirated copy of a game has never been paid for by anyone.

NO IT DOES NOT. Again, a used copy has already 'caused' money to be paid to developers, whereas a pirated copy has not.
The mere fact that no further money goes to developers in the case of used games does not make them equivalent.
