Its also a game which doesn't need 12 months to build up hype and expectation for. Infact giving too much lead time may be counter-productive as it gives people time to build up expectations that no game can ever fulfill, ala GTA IV.

And I've no idea why you feel the studio's have an A or B team, so to speak. An obvious example is Insomniac - neither Resistance or Ratchet and Clank are lesser to one or another, both pure quality games (Another example is EA's Redwoods studio). I'd imagine a studio the size of Rockstar North has equal talent in all developement teams.

Insomniac use a completely different model so they aren't exactly comparable. The question isn't about the talent of the development team, its the talents of the design team which craft the good experience that people actually play that are in question. Rockstar makes a lot of games, but its only the GTA team whom shine.
As an example, it would be like hyping the title of a Bethesda open world RPG title without confirmation that its the Elder Scroll team members working on it. Bethesda are very comparable to this situation with a big studio(s) and only really one massive franchise.
