SO4 was also this price in Japan. This is pretty usual pricing scheme.

However, I'm 99.9999% sure the standard edition in USA will be $60 + Tax - so no worries.

It seems the US follows a standard MSRP than Japan.

If this gen has proven anything, it's that previous game: install base sales do not apply.

 

Look at MGS4 for example, it outsold MGS3 on a platform that had 100 million less consoles sold at the time of their respective launches.
