This was referring to the cheaper Blu-ray drive. Sony wouldn't intentionally engineer a device with an imminent hardware failure. Although there has been little clarity on this, I am guessing that the new Blu-ray drive makes a bit of noise.
I tend to believe the op, and I think that Sony is working to include better party support in PSN. Unfortunately, Sony would have announced this as one of their key features in their firmware 3.0 videos. I'm guessing it hasn't passed QA yet. I wouldn't be surprised to see it in a stand alone update later this year.
