Anarchy Online, Its A Wonderful World(DS), Secret of Evermore, Earthbound(s), Shadowrun(SNES, PC and 360 versions), FF7 had a lot of Urban settings(though more scifi magical), Persona, Hellgate(london), Shenmue(RPGish with a very urabn settings) and so on...
It is the dominant form of RPG though because fantasy goes a lot farther in carrying the genre...Well unless you aren't talking about video games and mean RPG(rocket propelled grenade) the reason there aren't so many in the streets is because those are illegal in the US and most first and third world nations. However are found more commonly in places of strife and war which contain urban settings.
