I put my money on this.
EDIT: I also remember a while back about a post on either here or the PS Furoms about a guy that bought a used PS3 and it had tool on it the same way this ps3 does in those links.
I'm 100% sure this is about development test units.
It's also quite possible that the new PS3's launching aren't really slims but just more reliable and slightly better new Phats.
