That makes no sense. It costs Sony just as much to make, but it's less revenue for Sony and less value for the customer.
A PS3 without a fully-operational Blu-ray just isn't going to happen. It's the only defining feature the PS3 has.

Disabling Blu-ray movie playback would make no financial sense for Sony since they are a major stake holder in the Blu-ray format and get some royalty fees from every Blu-ray movie sold.

Well, this would also force developers to use hard drive only. It would give nice upperhand for PS3 when comparing to X360. However I don't think this will happen. After all PS3 ~= blueray(or thats what kind of image Sony has been sending).
