Depends on the state but no state has 10% sales tax.  A few states don't even have sales tax, and the ones that do vary from 3-8%,

The city of Chicago has the highest total sales tax of all major U.S. cities. It is also one of the most complex. 10.25%

Yes a few cities have higher tax, and there is a hell of a lot of exceptions to everything in taxes but in general it's far lower than 10%.

Retailers : il will have a good effect. PS3 is the dreaming console. Even if people like to critic it, people also want to buy it. Many people have bought a Wii because it was cheaper or a Xbox360 because PS3 was so expensive. Now they may be able to get their dreaming console. There is 1 thing Sony could do to add even more effect to his price drop : add the retrocompatibility. People are always a bit disapointed about the lack of RC in the PS3 when they learn it.
