Street Fighter 3S Finals had a pad player.
Somebody in the Super Turbo HD Remix was using a keyboard pad, basically with buttons in place of a stick. He got decently far.
Lots of Tekken/Soul Calibur IV players at Evo used pads instead of sticks - SCIV was won by a pad player.
And I'm sure last year when they had Brawl in the tournament that a majority of the players were using pads. Same goes for when they decided to host a Melee a few years back.
Buying an arcade stick doesn't automatically make you a better player or more dedicated to fighing games - there are plenty of players that are fairly/extremely competent on pads. Sticks are usually just more advantageous because of a better button layout and better precision with movements. Some people just can't seem to get the feel for a stick and stick with pad - it'll probably limit them to some degree but not more limiting than using something they are completely unfamiliar or uncomfortable with.
Also I remember some Fei Long was using a pad and beat this Gootecks guy once in a round and then everybody was saying Gootecks threw his stick around it was confusing and all a big lie.
