Yes, but that's because Gamebryo is designed as an open world engine meant primarily for MMORPGs and Oblivion-like games. In these kind of games there's so much stuff going on in the game world in real time, that you just have to cut off a lot of stuff that's outside your 'activity bubble' (under normal circumstances).
But you can set that bubble to have no borders and achieve a line of sight distance that covers the whole game world. This is easily done with a simple mod for Oblivion. On PC of course, and it requires a powerful graphics card, but that still proves that the Gamebryo engine is easily customizable with regards to pop in and actually a lot of other stuff.
