I've beaten it once. Now I'm just in it for the stat maxing.

With that in mind, I've restarted 5 times, and now have an end game build going with the "Almost Perfect" perk in mind.

I've currently got 3 accounts at level 30 right now, Good, Evil and Neutral. Evil and Neutral arent maxed out because I just ran through them for the achievements but my Good account is completely maxed out as far as skills go mainly because I've read almost a hundred books. You have to keep an eye out for which skill books are of the largest quantity and up those skills less than the others after each level up to maximize a balanced character. Science and Lockpick are pretty important but the Small Guns skill isn't until you get lots of ammo. What I did is just go through the game with just melee weapons until about the 10th level and by then I had massive amounts of ammo mainly due to the fact that loot absolutely every place I visit in the game.

Also, an easy way of leveling up is to keep the difficulty level on Very Easy until the enemy only has a little life left then up the difficulty to Very Hard and kill him. You will be rewarded 3 times the amount of XP than if you'd have just stayed on Very Easy. It's a cheap way of playing it but I guess the dev's didn't notice it.

If you plan on using almost perfect and not use intensive training, you can pick up the +10% exp perks as there is nothing else to pick at low levels.

Well, getting the int bobble before you hit level 3 is important, making your early int a 10/10.
