Don't worry. That shard is actually above-ground in the Warren district. I thought it was the one I was missing too. The best advice I can give you is this: There are 2 shards that are notoriously hard to get. One is waaaay out in the water on a destroyed dock, I believe in the Neon district. I'll try to comfirm it's location for you later today when I get back home. The other one people seem to have trouble finding is at the top of the tallest building in the blast crater where you fight Kessler. It also won't show-up on your radar. Good luck!

I switched to Hard mode on the options as soon as the new game started.... I did get the trophy for beating the game on hard mode. If you switch to Hard mode as soon as you gain control of Cole then you will get the trophy. If you play for a while and then switch to hard then you wont get it.
