No its not. Its a prequal.

Let me ask you this. Why would they make a Halo called Halo 4, when they specifically said that Halo 3 would be the last in that trilogy. So point is they are not gonna call it Halo 4, they will call it something else...and that something else is Halo: Reach.

If you don't believe me i'll be willing to make a bet with you or anyone else that the next big Halo game (meaning it will include multiplayer, single player, and all the other goodies that bungie puts into their main halo's)
