I was playing the new Fallout 3 DLC, and my game kept flickering and going...i guess fuzzy and/or blurry would be the best way to describe it. Well i though it was just the game, so i went back to the dashboard and it was still doing it.

I'm watching TV right now and its fine, and its been plugged into that outlet for 2 1/2 years now. I've never gotten the rrod either.
Sounds like your character may have a concussion.
Maybe your dashboard has one, too.

I wish i could fix my 360 with a simple stimpack to the temple, but alas thats not the case.

Yes, it's the RROD only the firmware doesn't give you the three red lights, it just pops a code up.

Thats a good thing. You call them, print out a free shipping label and send your console in now... the console shipping is still free no?
