I doubt the PSP version will affect the DS sales, because:
1 - PSP software these days are pretty weak and old PSP games sales comparisions are not valid today.
2 - PSP version, if keep the overview camera from the DS version and without the touch screen gameplay elements, will loose half of the fun from the DS version (many people praised the touch screen elements from the game and was crucial for the acclaim it got).
3 - PSP userbase likes the 3D interations and the classic, overview style won't appeal to them.
Unless Rockstar rework the game with the LCS/VCS engine and a bigger advertising campaign, then yes, it'll probably sell better.
