1) I think that would be perfect. Bonus points if you make it into a slider or drop down with 3 settings (None, Only what you own, Everything).
2) Not bad if it gets more users but I don't know how many people are going to register just to see an answer to a question they could probably find elsewhere. No harm in raising it up the flag pole though.
3) Well technically there is a 30 second limit between posts... not that I would ever want to post that often of course. Still, this is one of those things that may be a problem eventually or may never be a problem however the time it would take to put a preventative measure in place would not be significant.
