I was watching this video on IGN comparing the motion sensing devices between the big three and one thing stuck out to me.

The person on defending Sony kept arguing that that Sony's motion device was true 1:1.

Isn't WiiMotion+ 1:1 as well?

^WiiMotion+ measures rotations, but not positioning. The only device a Wiimote has to directly measure and report its positioning is its IR camera, thus only when it points towards the TV, not in arbitrary combinations of orientation and positioning.

The fixed camera over the TV in Sony's case has a wider field of view, and can always directly measure and report the positioning of the wand - unless you occlude it from the camera's line of sight of course - thus it provides full 1:1 in all combinations of positioning and orientation.

If you're only interested in orientation, they're pretty much equivalent. So basically it depends on what you mean with 1:1.
