spin·off - "Something, such as a product, that is derived from something larger and more or less unrelated; a byproduct."

Spinoff's are not canon to the original. Tales of Symphonia: DotNW is not canon, Final Fantasy XII Revenant Wings is not canon. Blue Dragon Plus is not canon. We have no idea if this game will be canon or not, so labelling it as a spin-off is premature.

Also, we wouldn't be in the midst of this if people hadn't ignored and spinned Kojima's own words about MGS:R being the beginning of the new series of Metal Gear, just Like Sold was a new beginning on the PS1 after the originals. The fact that Kojima labelled this game as well PW as being combined to be MGS5 was ignored as well.

Big Boss is nake snake, not solid snake. mgs3 had very little or probably nothing to do with the first two metal gear solids. try again.

Cactus - The MGS series is Snakes story. So in order for it to not be a spin off it will need to have to be based around Snake. (Like I said earlier) Even if its destroying another Metal Gear and doesn't have any other tie ins to previous games (COUGHsnakeCOUGH) Then it'll be a spin off.
