Because they are a major gaming news and review publication, publishers send them a copy of the game before release dates.  Sometimes they'll even get it and have time to review as much as two weeks before street date, as seen by the very early review of GTAIV, for example.

That review barely has any details (oh, I see you linked to the 2nd page), but it does sound good. VT 09 has a lot to live up to.

By the sounds of the high reviews verses Eurogamer, the Eurogamer reviewer most likely has absolutely no hand-eye coordination and barely played the game long enough to learn how MotionPlus controls work for this title. Sad really because the game is getting praised and this'll just pull it down like so many Wii titles before it..
