In that case, why not wait? Windows 7 and Direct 3d 11 GPUs are coming out around the same time. Its a pretty good bet that the prices will drop in the mean time and he'll get everything he wants at the same time. He just has to wait about 3 months and at that time there will be hopefully an entry level Direct3d 11 card.

Get on anandtech.com forum and they will help you. If you are too lazy, I'll give you the short version.
CPU: Go for the Phenom II 900 series.
GPU: 4870 because 4850 is going to be out of date since it uses GDDR3
Motherboard: $100 of any kind without integrated videocard is good
PS: 650W to 750W
Case: All aluminum
RAM: DDR2 800
Rest of money: Buy a PS3 too.
